Why cars are so expensive in SA, part 1

I've been wondering why cars are so expensive here, and I've found part of the answer: there is a 50-100% tariff on imported cars (with the tariff increasing with the retail price of the car).

However, this doesn't answer the question as to why lower-end cars that are made domestically are also so expensive.
